I'm guessing that as several of the tiles are already very loose and the grout it already missing in many places I might be able to skip drilling the holes and with it the potential for damaging the heating element. We would recommend filling the gaps between the adjacent tiles with a suitable bathroom grout to create a strong bond, before applying Fix-A-Floor Repair Adhesive. The floor area that does not have heating under it still seems solidly bonded - other than the doorway but that is not a surprise. I think the heating element layout just gets under that section at one point. So I am sort of hoping that the flex that exists (the false floor is laid on top of a tongue and groove chipboard original floor) may be sound enough to work adequately well to extend the life of the installation - as you have suggested.
